This technical report presents the Education Sector Plan developed as part of the Sargodha Regional Development Plan. The plan covers the full spectrum of public school education provision in Sargodha Division — from primary and elementary through to higher secondary levels — under the mandate of the School Education Department, alongside higher education institutions administered at provincial and federal levels. The plan benchmarks district-level education indicators against provincial averages and SDG targets, diagnoses spatial and quality gaps in education provision, and sets out a structured investment and reform agenda for improving educational access, quality, and outcomes across the region.
