This technical report presents the Health Sector Plan developed as part of the Sargodha Regional Development Plan. The plan begins with a comprehensive situational analysis of health system performance across Sargodha Division and its constituent districts, assessed against Punjab’s provincial averages and Sustainable Development Goal (SDG) benchmarks. District-wise analysis of Mother and Child health care parameters reveals poor to moderate performance relative to the Punjab average. The plan identifies critical gaps in health infrastructure, human resource distribution, and service delivery, and translates diagnostic findings into a structured set of investments, reforms, and capacity-building interventions for the regional health system.
