The role of human capital in achieving sustainable and inclusive economic growth is a widespread credence, yet the reporting and assessment of human capital at sub-regional (sub-national) levels remains uncommon in the literature. This paper develops a sub-regional human capital assessment for Punjab’s districts, examining the spatial variation in human capital stocks and the role of public sector expenditure in driving human capital accumulation. The study documents systematic spatial inequalities in human capital across Punjab and analyses the extent to which public investment in health and education has contributed to convergence or divergence in district-level human capital stocks over time.
