This technical report presents the Human Capital Plan developed for the Bahawalpur Regional Development Plan. Health is positioned as a critical element of human development with significant impacts on social progress and workforce productivity. Bahawalpur Division suffers from persistently low performance on major health indicators — including infant mortality rates, antenatal care coverage, and physician-to-population ratios — relative to provincial and national averages. The plan combines a systematic diagnostic of human capital conditions across Bahawalpur’s districts with a structured investment strategy covering health, education, and skills development, aligned with the region’s long-term development trajectory.
