This final report presents the complete Rural Roads Planning and Prioritisation Model developed for Punjab Province under DFID/UK Aid funding. The Planning and Development Department and local government entities face the recurring challenge of prioritising rural road rehabilitation and maintenance investments without a systematic analytical tool. The model addresses this gap through a multi-dimensional scoring framework combining economic impact, market access, poverty targeting, network connectivity, and engineering condition indicators. The report documents the full methodology, stakeholder consultation process, model calibration, and GIS-enabled implementation framework, with a technical manual for government use.
