This report documents the stakeholder workshop conducted as part of the Development of a Rural Roads Planning and Prioritisation Model for Punjab Province. The Planning and Development Department and other local government entities face a recurring challenge of prioritising rural road investments at the start of each financial year, in the absence of a robust model that addresses resource allocation on scientific grounds. This workshop report captures the structured consultation process with government engineers, planners, and policymakers, including feedback on the proposed prioritisation framework, weighting of dimensions, and implementation considerations. It forms a key process document alongside the Final Report.
